Suggestions:

Light Arrows -> Top Tier
        Essential to beat the game, RBA or otherwise

Golden Scale -> Same as Ruto Bottle
        That or the silver scale is required to get the ruto bottle, and who would ever get the silver scale 

Blue Potion -> Bottom or Guay Tier
         Not so useful and even harder to get than red/green potions. I only ever got this when i had infinite  money for the hell of it

Red/Green Potion -> Guay Tier
         Absolutely useless. I never even bought this the first time I played OoT

Moved all of those in the direction you stated, just not as far.

Light Arrows, while essential, simply aren't as versitile, useful, or easy to obtain as Hookshot or Hover Boots or Chus.

Silver Gauntlets are way better than that.  Easily mid-tier.  Accessibility alone is huge, and Golden are barely more useful at all.  The fact that kid Link can use them even though they won't fit a kid is also a huge boon.

I think Kokiri Sword could hit top tier, but that's arguable.  Cojiro is a possible high tier candidate.

At least one bottle needs to be top tier (likely Cucco, due to ease of accessibility).  Bottle is the most versatile, powerful, and useful item in the game (Bombs/chus are pretty close, though).

Megaton Hammer needs knocked down a bit.  Accessibility is shoddy, usefulness is minimal.  Zora Tunic is bottom tier, as it's completely useless even in most legit Water Temple playthroughs.

Farore's wind is used alot in 100% and although Nayru's love makes easy superslides and megaflips, it can all be done without it...

so I think Farore's wind should go one above Nayru's love... or atleast one below because I think it's a useful item...
