I'm almost certain that the current low% is still equivalent to the current any%, at least for the GCN version.

I would agree as well at least for a segmented run.  For a single segment run, it could be argued that there is a low%, because it has been proven that collecting the Zora armor is faster in an any %.  However, the time saved is only a minute or 2, so I don't know if that is enough of a time difference to warrant a low % category at this point.
