This picture is on the wall to the right of the Old Hag's counter in her potion shop:



Looks a lot like Mr. EAD (F-Zero character). Maybe concept art since the OoT 3D pic seems to have parted hair and big eyes. The skin-curves on the sides of his face match perfectly.
